the officials with the county are expected to release the name of the officer who shot and killed the teen. >> step back and look at something in a different environment and we decided we do needed to something different and we're doing that. >> after 6 days being able to protest in peace without fire guns, down our shoulders and in our faces it's a wonderful thing. >> thousands have taken part in a national moment of silence against police brutality. one of the rallies was held in love park last night. we'll have more on the local response in the next half-hour. >> it's an uneasy morning for works in the philadelphia school district. katherine scott is live outside district headquarters, good morning, katherine. >> reporter: good morning, tam there's a lot of uncertainty and confess about what the school year will look like for philadelphia schools and we are expecting to get some of the answers today.
the district of philadelphia has dealt with a 81 million-dollar budget short fall. they have been counting on a 2-dollar cigarette tax, however, last month the ledge -- legislators failed to reach a vote. the governor will advance $265 million, but that money is budgeted and won't resolve the deficit. school is going to to start september 8. there is a question whether the schools will open on time, whether 1300 employees will be laid off, and whether the school rooms will be packed with kids. >> legislators need to go back to work, we need to vote for the cigarette tax and get it done. we need to understand that, let's be clair, what we had --
